The forum has more than 130 member companies, which includes registries, registrars, back-end providers, consultants and experts from the secondary market, covering the entire spectrum of the industry.  The <\/strong><a href=\"https:\/\/international.eco.de\/topics\/names-numbers\/\"><strong>eco Names &amp; Numbers Forum<\/strong><\/a><strong> works with a broad network of partners. Thomas Rickert and Lars Steffen represented eco members at all <\/strong><a href=\"https:\/\/meetings.icann.org\/en\/calendar\"><strong>ICANN meetings<\/strong><\/a> <strong>throughout the year.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Names &amp; Numbers Steering Committee<\/strong><\/h2>\n\n\n\n<p>The Names &amp; Numbers Steering Committee \u2013 i.e., the steering committee of the Competence Group \u2013 welcomed <a href=\"https:\/\/international.eco.de\/news\/eco-welcomes-new-members-to-the-steering-committee-of-the-names-numbers-forum\/\">three new members<\/a> in 2023:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Regina Fuchsova, Regional Manager Central Europe, EURid<\/li>\n\n\n\n<li>Neal McPherson, Head of Product Management Domains, IONOS<\/li>\n\n\n\n<li>Richard Leaning, Director, Trust &amp; Safety, Cloudflare<\/li>\n<\/ul>\n\n\n\n<p>The eco Association would like to thank the outgoing members for their support and commitment over the past few years: Kristian \u00d8rmen, Ulrich Retzlaff and Giovanni Seppia.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Judgement on the Sony vs. Quad9 case<\/h2>\n\n\n\n<p>Proceedings against the public DNS resolver and eco member Quad9 that were conducted in 2022 before the <a href=\"https:\/\/www.quad9.net\/news\/blog\/quad9-and-sony-music-german-injunction-update-for-february-2023\/\">Regional Court of Hamburg<\/a> and the <a href=\"https:\/\/international.eco.de\/news\/eco-association-on-the-quad9-ruling-blocking-of-internet-content-through-the-back-door\/\">Regional Court of Leipzig<\/a> reached a <a href=\"https:\/\/international.eco.de\/news\/quad9-wins-with-eco-support-before-the-higher-regional-court-of-dresden\/\">favourable conclusion<\/a> for the industry in 2023 before the Higher Regional Court of Dresden. For the time being, this has resolved liability issues for intermediaries. In 2023, as part of the work on the <a href=\"https:\/\/icannwiki.org\/System_for_Standardized_Access\/Disclosure\">EPDP Phase 2<\/a> implementation, he also represented the <a href=\"https:\/\/ispcp.info\/\">Internet Service Providers and Connectivity Providers Constituency<\/a> (ISPCP), both in the <a href=\"https:\/\/gnso.icann.org\/en\/about\/council\">GNSO Council<\/a> and in the small teams on the topics of <a href=\"https:\/\/gnso.icann.org\/sites\/default\/files\/policy\/2022\/correspondence\/dns-abuse-small-team-to-gnso-council-07oct22-en.pdf\">DNS Abuse <\/a>and the <a href=\"https:\/\/icannwiki.org\/System_for_Standardized_Access\/Disclosure\">System for Standardised Access\/Disclosure<\/a> (SSAD) Review. To promote the latter, Rickert is now also active in the <a href=\"https:\/\/community.icann.org\/display\/AST\/Registration+Data+Accuracy+-+Scoping+Team\">Registration Data Accuracy Scoping Team<\/a>. Lars Steffen has been a member of the ISPCP Executive Committee since the ICANN78 meeting in Hamburg.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">76th ICANN Meeting \u2013 Canc\u00fan<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/icann76.sched.com\/\"> first ICANN meeting of the year<\/a>, entitled the Community Forum, took place at the end of February in Canc\u00fan, Mexico. In this sector, the NIS2 policy was discussed intensively for the first time. Changes to the contracts for registries and registrars of generic TLDs were also vigorously discussed in order to strengthen the fight against DNS abuse. In addition, progress was made in developing a System for Standardised Access\/Disclosure (SSAD) for \u201cWHOIS data\u201d and on the path to the next round of introducing new top-level domains. The results were summarised in a <a href=\"https:\/\/international.eco.de\/news\/icann76-readout-on-highlights-and-insights-from-the-community-forum-in-cancun\/\">readout webinar<\/a> and a <a href=\"https:\/\/international.eco.de\/wp-content\/uploads\/dlm_uploads\/2023\/04\/icann76_readout_summary-1.pdf\">report<\/a>.   <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">77th ICANN Meeting \u2013 Washington D.C.<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/international.eco.de\/news\/eco-at-the-icann77-policy-forum-in-washington-d-c\/\">ICANN77 Policy Forum<\/a> took place in Washington D.C. in June. The ccNSO made progress in various policy processes such as the retirement of ccTLDs and the appeals proceedings, as well as in IDN ccTLDs and in the DNS Abuse Standing Committee. In the context of the next round of new TLDs, discussions focused in particular on closed generic TLDs. The initiative not only closely collaborates with the Anti-Abuse Competence Group and the Security Competence Group, but also with numerous partners such as the <a href=\"https:\/\/netbeacon.org\/\">NetBeacon Institute<\/a>, the <\/strong><a href=\"https:\/\/www.internetjurisdiction.net\/\"><strong>Internet &amp; Jurisdiction Policy Network<\/strong><\/a><strong> and the <\/strong><a href=\"https:\/\/www.globalcyberalliance.org\/\"><strong>Global Cyber Alliance<\/strong><\/a><strong>.<\/strong><\/p>\n\n\n\n<p>In the topDNS Initiative, registries, registrars and hosting providers have come together with the shared goal of ensuring the stable, reliable and secure operation of the DNS (Domain Name System): Verisign, Team Internet, Public Interest Registry (.ORG), IQ Global, IONOS, InterNetX, Leaseweb, CleanDNS, Cloudflare, nic.at and Realtime Register. We are very pleased that we have been able to significantly expand the group of supporters.<\/p>\n\n\n\n<p>As the term \u201cDNS abuse\u201d was introduced in the NIS2 Directive, the topDNS Initiative gained a particular opportunity to contribute and have its voice heard throughout the year.<\/p>\n\n\n\n<p>In addition, at the ICANN78 meeting in Hamburg, a Day Zero Workshop on the NIS2 Directive provided the opportunity for the topDNS Initiative to spend a full day discussing the impact of the directive on combatting DNS abuse with representatives of the European Commission and the NIS2 Cooperation Group. The results of the workshop were summarised in a <a href=\"https:\/\/international.eco.de\/topics\/names-numbers\/impact-nis2-directive-article-28-on-dns-industry\/\">comprehensive report<\/a>. <\/p>\n\n\n\n<p>At the <a href=\"https:\/\/international.eco.de\/news\/eco-initiative-topdns-is-again-partner-of-the-nordic-domain-days-ndd\/\">Nordic Domain Days<\/a> in May, topDNS was once again present as a partner on-site. Representatives from all parts of the domain industry gathered in Stockholm. As part of the programme, the initiative was featured with a presentation and a half-day DNS Abuse Workshop in collaboration with iQ Global. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Best practice webinar series<\/h2>\n\n\n\n<p>In 2023, the topDNS Initiative launched a <a href=\"https:\/\/topdns.eco.de\/videos\/\">series of best practice webinars<\/a>.
